I'd guess that's because it's a browser issue, not a Dreamwidth issue. We don't have a FAQ on clearing a cache, either. Browser support can be very time-consuming, especially with how quickly browsers are having major releases. It's best left up to other sites to do, I think.
That being said, a quick search of the internet will usually turn up those types of how-to pages, and I've got no issue with pointing those sites out to a user who needs the directions.
